Revised version of "Vi-Fi"

Thank Program Comittee of 3d International Conference on the Pragmatic Web and especialy Harry Delugach, who stimulate me to re-work my program article about "Vi-Fi". Now the new version of article with more stipulated discusion of some key questions is in google.doc. Please read and comment.
